Medical Practice Appraisals

Our Practice Appraisal and Valuations define and justify economic value. This is an essential element in any successful transaction in which a professional practice changes ownership. Appraisals are also used as the basis for buy-in of new associates, buy-out of retiring partners, the merger or consolidation of two or more practices, the charitable donation of a practice, or the division of community property.

Our method includes a site visit to the practice, interview with the physician-owner and other key personnel, and review of the practice’s financial, operating, and demographic data.

This information is analyzed within the context of the local medical community, and is synthesized to create a document that describes the practice and its value. IRS-approved methods are used, with all conclusions documented by definitive supporting data. The Appraisal assures all parties of an objective basis on which to begin their negotiations.

Medicare Compliance Planning & Audits

The Health Insurance Portability Act of 1996 provides funding for Medicare’s fiscal intermediaries to carry out increased audits of physicians’ Part B billings.  The Compliance Program for Individual and Small Group Physician Practices, developed by the Office of the Inspector General (OIG) requires that physicians:

Arthur Shorr is Board Certified in Health Care Administration, and a Fellow of the American College of Healthcare Executives.  He has been a Health Care Professional for more than 30 years, having held senior executive positions in University-affiliated, community-based, tertiary care teaching hospitals.  He served as Chief Operating Officer and Senior Vice President for Administration of Cedars-Sinai Medical Center in Los Angeles; Administrator and Chief Operating Officer of The Mount Sinai Medical Center in Milwaukee; and Assistant Hospital Director of Hutzel Hospital: The Detroit Medical Center in Detroit.

David A. Sack, MD

PROFESSIONAL EXPERIENCE:

2000 - Present Senior Vice President, National Director of Clinical Research, Comprehensive

NeuroScience, Inc., White Plains, NY.

Supervised all aspects of clinical trials network specializing in disorders of the central nervous

system and clinical pharmacology. The network includes a 70 bed Phase I program and 9 Phase

II-IV sites. Key accomplishments: Grew network from $7 million annual revenue to $26

million. Developed the schizophrenia research network that contributes more than 200

randomized subjects to controlled trials each year. Designed and implemented a retention risk

scale to improve completion rates in placebo controlled trials of schizophrenia and bipolar

disorder. Developed a successful Phase I PK/PD program to study tolerability and drug

metabolism in schizophrenic subjects.

1994 - Present Principal Investigator

Clinical trials program limited to central nervous system diseases, in Cerritos, CA. Key

accomplishments: Successful enrollment, retention and separation from placebo in numerous

pivotal trials of antipsychotic medications, mood stabilizers, antidepressants and sedative

hypnotic medications. Consultant on protocol design and key rating instruments. Provided

training on diagnostic and evaluative instruments.

1998 - 2001 Senior Vice President, Clinical Services, Aspen Education Group, Cerritos, CA

Built and managed the operations of the Community Services Division, the largest privatelyowned

network of publicly funded mental health centers in California, specializing in the

treatment of high risk youth. Key accomplishments: Over a three year period, grew network to

16 mental health centers and day treatment programs ($22 million in annual revenues),

providing services in Orange, Los Angeles, San Diego and Kern Counties in California, as well

as LasVegas and Reno in Nevado.

1993 - 2001 President and Medical Director, College Health IPA, Cerritos, CA

As medical director of this managed behavioral health group, wrote the utilization/managment

guidelines and supervised clinical operations. Directly surpervised credentialing and care

management. Developed financial models used to negotiate and manage capitated and risk

contracts for behavioral services. Developed a statewide provider network in California. Key

accomplishments: Largest behavioral health specialty group in California, and the only one in

continuous operation for more than a decade. Successfully designed and implemented intensive

rehabilitation programs contracted to County Mental Health agencies for adults with serious and

persistent mental disorders and substance dependency.

1993 - 1999 Senior Medical Director, College Hospital, Cerritos, CA

Responsible for professional affairs, regulatory compliance and managed care contracting.

Directly supervised credentialing, peer review and professional conduct, development of

policies and procedures, and survey preparation. Key accomplishments: Converted the hospital

to accommodate the needs of the serious and persistently mentally ill. Developed brief

hospitalization programs to accommodate the changing payer environment. Decreased hospital

length of stay from 11 days to 6 days while increasing the number of admissions from 250 per

month to 600 per month. Oversaw growth in hospital census by meeting the needs of the
